Lighting controllers can automatically turn loads on at dusk and then run the lights for a programmable time. They do this by monitoring solar panel input - when there is no power from the solar array, it will switch the loads on. When the time limit is reached or when there is power from the solar array (whichever comes first), loads are switched off.
